The proclamation is part of the Government\u2019s transmigration initiative to populate and develop Mindanao during the 1950\u2019s. As such, a mix of Ilocano, Ilongo, and Visayan settlers were provided homesteads of 24 hectares for each migrated family. The Kadingilan Settlement is the area which is under the jurisdiction of Bukidnon province while the rest of the Banisilan Settlement area is in North Cotabato province. It is bounded on the north by the municipality of Pangantucan and the barangays of San Andres and Bagor, all of Kadingilan, on the south by the municipality of Carmen, North Cotabato; on the east by the municipality of Damulog, Bukidnon and on the west by the provinces of North Cotabato and Lanao del Sur. The topography of the settlement is characterized as rugged terrain with rolling hills, and mountainous portions. The rivers and creeks, such as the Muleta River on the eastern part of the settlement serve as the natural boundary with the municipalities of Damulog, Dangcagan and Kibawe. The Maridugao and Kidanggin Rivers at the southern portion separates Kadingilan from the municipality of Pangantucan and\u00a0 the province of Lanao del Sur. The proposed FMR commences from the Barangay center of Cabadiangan passes at proper SWIP Sitio Binukotan, Sitio Kabitirahan and ends at Pinamangguan.<\/p>\n<p><strong>RATIONALE OF THE SUBPROJECT:<\/strong><\/p>\n<p>The identified problems in the ARC are as follows; poor and dilapidated roads which are impassable during rainy seasons, high price of farm inputs and other services, high transportation costs, soil erosion, low price of corn and other farm products, low income of farmers, low yield of cash crops, inadequate water supply and slow economic growth and its opportunities are the following; implementation of DAR-MinSAAD, support from the Provincial Government and other National Agencies.<\/p>\n<p>The proposed project covers the total length of 7.919 Km including rehabilitation\/construction of related structures. The present situation of the existing 1.5Km graveled road is passable while the 5.5Km earth road is not passable which was last rehabilitated in 2005 with only 3 sites with drainage pipe culverts. With the implementation of this sub-project the beneficiaries will have an easy access and a shorter travel time.<\/p>\n<p><strong>OBJECTIVES:<\/strong><\/p>\n<p>The major roles of road for the ARC development funded through DARMinSAAD are as follows; provide access for farm products to market, provide access for farm inputs and other services, easy access of Barangay people to medical services, provide access for school children to elementary, secondary and collegiate schools and decrease in transport costs of individuals and farm products and farm inputs.<\/p>\n<p><strong>TECHNICAL DESCRIPTION:<\/strong><\/p>\n<p>The civil works of the project would involve the rehabilitation of 1.5 Km Barangay roads and the construction of 5.5Km including rehabilitation and construction of drainage pipe culvert. The total financial investment cost of the project is estimated at PhP 49,570,000.00.<\/p>\n<p><strong>SCHEME OF IMPLEMENTATION:<\/strong><\/p>\n<p>The Department of Public Works and Highways \u2013 Bukidnon (DPWH) will implement the subproject by Contract.<\/p>\n<p><strong>ORGANIZATION AND MANAGEMENT:<\/strong><\/p>\n<p>The construction program shall be implemented by the Department of Public Works and Highways (DPWH). The Municipality of Kadingilan will be responsible for the operation and maintenance of the project.<\/p>\n<p><strong>INSTITUTIONAL ASPECT:<\/strong><\/p>\n<p>At present farming is a major occupation of the benefited residents in the area; The people living are of diverse ethnic origins. The Municipality of Kadingilan will be the implementing LGU for the maintenance of road for the proposed Construction and Rehabilitation of Cabadiangan-SWIP-Kabitirahan- Binukotan -Pinamangguahan-Bagongbayan-Nigan FMR.<\/p>\n<p><strong>FINANCIAL AND FINANCE ASPECT:<\/strong><br \/>\nThe subproject has an estimated total cost of PhP 49,570,000.00.
