MinSAAD is a special project of the government in the Philippines, funded by the Japan International Cooperation Agency (JICA) and implemented by the Department of Agrarian Reform (DAR).

Mindanao Sustainable Agrarian & Agriculture Development (MinSAAD) Project

MinSAAD is a poverty alleviation project in selected marginalized areas (12 settlements) in Mindanao. The Project addresses poverty issues through competitive and sustainable agriculture using inclusive approach and modalities in investments that are based on value chain analysis of key agricultural commodities. The Project is therefore focused on sustainable agricultural development and support services such as irrigation, rural roads and bridges, rural water supply, marketing and related aspects; effective governance and social protection; and others that would support the objective of alleviating poverty in marginalized target area.

In order to address the primary objective of alleviating poverty the Project has adopted a Project Investment Plan (PIP) covering Agriculture, Agribusiness and Agro-forestry Development (AAAD) sub-projects, Farm to Market Roads (FMR), Bridges, Post Harvest Facilities (PHF), Irrigation and Rural Water System (RWS) sub-projects.

The preparation, implementation and monitoring of these sub-projects involve the participation of hundreds of personnel from the MinSAAD Project Management Office (MPMO), Manila Liaison Office (MLO), 3 Regional Project Management Offices (RPMOs), 7 Provincial Project Management Offices (PPMOs), 27 Municipal Local Government Units (LGUs) and 27 Settlement Management Teams (SMTs) and JICA-Sanyo Consulting Firm.

Project Objectives:

The Project aims to increase household incomes by enabling the farmers and their organizations to engage in more profitable income-generating activities, on a sustainable basis, through the provision of rural infrastructure and capacity building in the target settlement areas.

  1. Increase agricultural productivity, product value and income of ARBs and other small scale farmer;
  2. Provide organizational capacity building support;
  3. Increase competitiveness and sustainability of agriculture in covered areas;
  4. Provide or improve the water supply facilities in under-served barangays and sitios as a first step to poverty alleviation; and
  5. Enhance environmental conditions in the Project area.

The Department of Agrarian Reform – Mindanao Sustainable Agrarian and Agriculture Development (DAR-MinSAAD) has actively implemented a wide array of trainings and activities aimed at empowering agrarian reform beneficiaries (ARBs), capacitating its staff, and strengthening partnerships with key stakeholders. These initiatives are designed to support inclusive growth, sustainable agriculture, and rural development across the Mindanao regions.
